Title I, Part A

Title I, Part A is a part of the Elementary and Secondary Education Act of 1965 as amended by the Every Student Succeeds Act (ESSA). This Act provides federal funds through the Georgia Department of Education to local educational agencies (LEAs) and public schools with high numbers or percentages of poor children to help ensure that all children meet challenging state academic content and student academic achievement standards.

Title I, Part A – Academic Achievement Awards

The Title I Reward Schools Program recognizes and honors two categories of Reward Schools: Highest-Performing Reward Schools and High-Progress Reward Schools.

Foster Care: The Foster Care Program has the responsibility of working closely with local child welfare agencies and local educational agencies to identify children and youth in foster care and to ensure the successful implementation of ESSA provisions.

Homeless: Homeless children and youth must have access to the educational and other services that they need to enable them to meet the same challenging state student academic achievement standards to which all students are held. In addition, homeless students may not be separated from the mainstream school environment.

Title II, Part A Supporting Effective Instruction Grant

The purpose of the Title II, Part A grant is
· to increase student achievement consistent with challenging State academic standards,
· to improve the quality and effectiveness of teachers, principals and other school leaders,
· to increase the number of teachers, principals and other school leaders who are effective in improving student academic achievement in schools, and
· to provide low-income and minority student greater access to effective of teachers, principals and other school leaders.

Title III/ESOL Programs

Title III is a federally-funded program that provides eligible Local Education Agencies with funding to supplement services for English learners. The mission of this program includes providing support to international parents and students in becoming an integral part of the school and community.

The Hall County School District serves over 5,200 English Learners with more than 40 languages represented. The district primarily provides language support through the English Speakers of Other Language (ESOL) program to eligible students. ESOL instruction focuses on the development and improvement of listening, speaking, reading, and writing skills in English to increase student academic success.

In addition, students are introduced to the American cultural concepts while being encouraged to value their native language and culture.

The International Center is open for international student registration two weeks prior to school starting date. Once school begins, all students register directly at their respective schools.
The International Center will continue to provide bilingual assistance for international families and the schools concerning registration policies and requirements for international students throughout the year. All student English language proficiency screeners will take place at the local schools.

Required documents for enrollment:

1. Proof of address
· Copy of mortgage statement, or
· Copy of current lease agreement signed by landlord, or
· Copy of current utility bill/service connection with guardian’s name and service address.
· If none of the above documents are in one of the parents’ name, a notarized Verification of residence document is required for proof of residence.
2. Parent/guardian proof of identification: Photo I.D, passport, work badge, etc.
3. Transcript or last report card from previous school with current grades and promotion information (Grades 9th -12th must have previous records prior to scheduling classes).
4. Student’s Birth Certificate or hospital issued birth record, or religious birth record.
5. State required Georgia Immunization Form 3231 and Certificate of Eye, Ear, and Dental Screenings in the State of Georgia Form 3300 (Can be obtained through local Health Department or a Georgia physician).
6. Social Security Card or a signed waiver form (available upon request).

Education of Migratory Children

The Education of Migratory Children is a federally funded program designed to support comprehensive educational programs for migrant children (age 3 to 21) to help reduce the educational disruption and other obstacles that result from repeated moves. Authorized in December 2015, the Every Student Succeeds Act (ESSA) introduced a new block formula grant under Title IV, Part A with a wide range of allowable uses. Title IV, Part A, Student Support and Academic Enrichment (SSAE) grants are intended to improve students’ academic achievement by increasing the capacity of States, LEAs, schools, and local communities to:

· provide all students with access to a well-rounded education,
· improve school conditions for student learning, and
· improve the use of technology in order to improve the academic achievement and digital literacy of all students (ESEA section 41​01).
